The Ministry of Finance is keen to accomplish a comprehensive tax reform that meets the demands of both the state and the taxation society by improving the legislation governing this system, according to a press statement by Deputy Minister of Finance Amr Al-Mounayer.

The ministry is confident that the successful implementation of the VAT Law will be a success for both the government and the Egyptian Tax Authority workers, Al-Mounayer said, noting that it will be a step towards achieving development and social justice.

The Ministry of Finance has fulfilled every promise of internal restructuring of the tax authority: the performance incentive for employees was approved and the promotions were completed, as well as the procedures required to separate two healthcare funds for both taxation and sales.

He added that work is underway for the establishment of a healthcare fund for Real Estate Tax Authority workers.

Al-Mounayer announced the establishment of a new leadership committee to set standards for measuring efficiency in the selection of leadership positions, in light of the provisions of the Civil Service Law.

The deputy minister added that promotions were frozen for three years but there will not be any more delays.

The finance minister’s adviser for engineering affairs has almost completed the comprehensive survey of the conditions in the tax authority headquarters, in order to prepare a comprehensive development and maintenance plan.

This comes in line with the implementation of new tax policies and measures to punish negligence and achieve job satisfaction, according to fair and transparent standards, and criteria developed by experts in human resources, Al-Mounayer said.

He concluded that time is needed in order to reach an effective and comprehensive system, adding that the fastest and easiest way in the past was to implement partial reforms that have been tested for many years but without any success.
