An official source from the Egypt Customs Authority (ECA) revealed to Logistic that the department has backtracked from making “certificate allowances” to export to Libya, which is famously known as the “whitelist”.

The ECA exempted all Libyan traders from obtaining the certificates.

According to regulations followed since the Mubarak regime, and set for trade transit between Egypt and Libya, it was prohibited to export to Libya unless permission was obtained from Libyan traders inside Egypt.

Logistic reported that Egyptian customs approved the request to no longer require Libyans to acquire the certificate, due to the weak application of the law.

Such procedures were however undertaken regularly by traders during the Mubarak era.
